Jhoan J sees no reason for or objects gained by differentiating (a) x (6). I recommend that the definition in the Nyasaland Ordinance (2 of 1902) should be substituted. State that this matter definition has been considered & accepted by banking institutions, and have recently recommended it for Palestine.
The definition in the draft states that certain things are included in the word and suggests that there are other things which are bank notes. Greater precision is desirable in defining the kind of bank notes.
(6) If other banks are permitted to issue notes in places outside H.K., it would seem undesirable to deprive registered banks of the privilege. The protection of other places in this regard seems a matter for their own domestic legislatures, not for H.K.
